The movie is set 64 years before the events of The Hunger Games (2012). An 18-year-old young man is ambitious to restore his family's fading glory due to the rebellion war against Panem's capital, the Capitol.

That young man is Coriolanus Snow (Tom Blyth). He is the last hope for the once rich and powerful Snow family. Everything changes when Coriolanus' father is killed after the war and the family falls into poverty.

At the time, Coriolanus was competing for a college scholarship from Plinth. He and the other participants thought the winner would be chosen based on their academic performance at the Capitol's most prestigious high school, The Academy.

Therefore, Coriolanus confidently capitalized on the excellence of his achievements. Unexpectedly, that year there was a new test to determine the winner and scholarship recipient.

All participants were assigned to be mentors for the tributes or participants of the 10th Hunger Games.
